The Property is a former gas works site extending to circa 13.2 acres (5.3 hectares), comprising Freehold titles MS440731 and MS440732, as roughly edged blue on the plan above. The 3 parcels of land edged red and shaded green on the plan above are owned by Cadent Gas and contain operational gas compounds and a depot so do not form part of the Property to be sold.

The Property currently includes six gasholders in the south western section, which will be demolished by the seller.

The remainder of the Property comprises predominantly flat ground and vegetation, as well as the tarmac access road to the Cadent Gas depot.

The Property also includes a further separate plot of land to the south of Marsh Lane, which has a telecommunications mast on it, which is subject to a lease until June 2099.

Development Considerations

The Property is located within Sefton Council’s jurisdiction, with the Local Plan adopted in 2017 and guiding development until 2030.

The Property is allocated as one of the ‘Regeneration Opportunity Sites’ identified under Local Plan Policy ED6, which states the following:

  • The proposed use is compatible with the adjacent residential area
  • The proposed use provides a significant regeneration benefit to the area
  • Any partial redevelopment would not prejudice the development of the remainder of the site

In the July 2024 Publication Draft Bootle Area Action Plan, the Property is identified as a proposed Housing allocation under Policies BAAP16 and BAAP20 (ref. BH3), with an indicative capacity of 210 dwellings. The land to the south of the Property (including the telecommunications mast which forms part of the Property) is also identified as a proposed Housing allocation under Policies BAAP16 and BAAP20 (ref. BH4), with an indicative capacity of 110 dwellings. The land to the east of the Property is identified as a Regeneration Opportunity Area and Employment Allocation.

In December 2023, planning permission was granted for the Property as set out below, with further information available on Sefton Council’s website using the planning application reference number DC/2023/00560:

Dismantling of gasholder and associated redundant infrastructure and associated infilling and restoration of site.

The Property is identified within Flood Zone 1 (an area with a low probability of flooding).

Environmental Considerations

The Property is a former gas works, which is designated as contaminated land under Part 2A of the Environmental Protection Act 1990.

The demolition of the former gas holders on it is expected to be completed by the seller during Q4 2027 / Q1 2028.

Government funding has recently been awarded, planning permission granted (ref. DC/2023/01735) and a contractor appointed for the first phase of Sefton Council’s regeneration of the Strand Shopping Centre on Stanley Road in Bootle, including the following:
